MONROVIA, LIBERIA: The National Bureau of Concessions (NBC) has marked a significant milestone in its institutional history with the official transition to office building which will serve as its new headquarters. The occasion brought together the Bureau’s leadership, employees and stakeholders to celebrate a new chapter of institutional growth, professionalism and renewed commitment to public service.

The transition program, held in connection with the relocation of the NBC, was characterized by a strong message from the Director General, Hon. Hanson S. Kiazolu Sr., who urged employees to see the relocation not simply as a change of physical address, but as an opportunity to raise the standard of the institution and strengthen its contribution to Liberia’s development.

In a message intended to encourage employees, the Director General told staff that “you are sitting on a giant’s shoulder,” emphasizing that employees should recognize the importance of the institution they represent and the responsibility that comes with working for an agency at the center of Liberia’s concession-management framework.

A New Building, A Renewed Responsibility

The relocation represents more than a movement from an old facility to a modern working environment. It symbolizes the NBC’s aspiration to build a stronger, more efficient and professional institution capable of effectively carrying out its statutory responsibilities.

The NBC was established by an Act of the National Legislature in 2011 and has an important role in Liberia’s concession governance, including technical support, coordination, monitoring, evaluation and compliance-related responsibilities within the concession sector.

A long-standing institutional objective of the Bureau has been to strengthen government capacity to administer the concession process while promoting transparency, accountability and effective monitoring of concession agreements. A previous national concessions roadmap also emphasized the importance of the NBC as a coordinating institution in concession management.

Against this background, the move into a new headquarters provides an important platform for the institution to advance those responsibilities.

Addressing employees during the transition, Director General Kiazolu's message centered on responsibility, teamwork, professionalism and institutional pride.

His reference to employees such as "sitting on a giant’s shoulder” can be understood as a person who has the capacity to explore several avenues for the benefit of NBC, and as a call for staff to have a trust in his ability to perform, increase employees’ morale and happiness in order to appreciate the foundation laid by those who served before  while recognizing that the performance of current employees will determine how far the institution can rise.

The message is particularly significant because a new headquarters creates expectations not only for improved working conditions, but also for improved institutional performance.

The Director General's assurance to employees therefore carries a broader meaning: the new facility must be matched by a new culture of excellence.

Employees are expected to use the improved working environment to enhance productivity, strengthen collaboration among departments and units, improve service delivery and ensure that the NBC continues to serve the national interest.

The relocation also offers an opportunity to reflect on the journey of the NBC.

For years, employees carried out their responsibilities under challenging physical conditions in the Bureau's previous facility. Despite those limitations, the institution continued to perform functions critical to Liberia's concession sector.

The new headquarters now provides a different environment, one that can support a more organized, professional and forward-looking approach to the Bureau's work from limitation to opportunity; from an old working environment to a new institutional home and from simply occupying office space to building an institution prepared for the future.

A Call for Teamwork

The Director General's message also comes at a time when effective concession governance requires strong cooperation among government institutions, concessionaires, communities and other stakeholders.

Liberia's concession sector spans important areas of the economy, including natural resources and agriculture, and effective monitoring requires coordination among government entities and technical institutions. Previous assessments of Liberia's concession-management framework have emphasized the need for institutional capacity, coordination and effective monitoring of concession obligations.

For the NBC, therefore, the new headquarters should become more than a place where employees report to work. It should become a center of professionalism, technical knowledge, coordination, compliance and national service.

The Human Side of the Transition

Beyond the speeches, handshakes and ceremonial activities, the relocation is also a moment of appreciation for the men and women who have contributed to the NBC's development and progress.

Institutions are built by people, and the new headquarters stands as a reminder that infrastructure alone cannot guarantee institutional success. It is the dedication of employees, the guidance of management, the support of government and the cooperation of stakeholders that ultimately determine whether NBC achieves its mandate. The occasion therefore provides an opportunity for employees to look forward with confidence while remaining conscious of the responsibility entrusted to them.

Looking Ahead

As the National Bureau of Concessions begins operations from its new headquarters, expectations will naturally increase. The new environment presents an opportunity to strengthen internal systems, improve records and information management, promote greater collaboration between technical units, enhance monitoring of concession agreements and deepen engagement with relevant government agencies and stakeholders.

It also provides a platform for the Bureau to position itself as a modern public institution capable of responding to emerging challenges in Liberia's concession sector, including sustainability, community benefits, investment, environmental considerations, transparency and compliance.

The relocation therefore should not be viewed merely as an administrative exercise. It is an institutional statement. It says that the NBC is moving forward. In this regard, the most memorable message from the transition is from the the Director General Kiazulu when he said, You are sitting on a giant's shouder." This statement carries a powerful lesson for every NBC employee. To sit on the shoulder of a giant is to benefit from the work, sacrifices and achievements of those who came before. But it also means that one has a responsibility to see farther, work harder and leave an even stronger institution for those who will come next.

As the doors of the new NBC headquarters open to a new chapter, employees now have the opportunity to transform the promise of the new facility into measurable institutional performance.

The building is new. The responsibility is greater. The expectations are higher as the journey continues. For the National Bureau of Concessions, the relocation marks not an end, but the beginning of another chapter in the continuing effort to strengthen concession governance and advance Liberia's national interest.
